RCTC, in partnership with Caltrans, the City of Temecula, Western Riverside County Council of Governments (WRCOG) are implementing an innovative corridor approach for improved traffic operations on northbound I-15 from the San Diego/Riverside County Line in Temecula to the I-15/I-215 Interchange in Murrieta.

The pilot project will use sensors and “smart” technology to continuously monitor real-time traffic conditions on this eight-mile, non-tolled section of I-15. The pilot project will also use ramp meters that work as a coordinated system that adapts to allow more or fewer vehicles to enter I-15 at any given time from the Temecula Parkway, Rancho California Road, and Winchester Road on-ramps.

The Riverside County Transportation Commission (RCTC), in partnership with the Southern California Regional Rail Authority (Metrolink), is upgrading the Moreno Valley/March Field Station in Riverside.

This station serves Metrolink’s 91/Perris Valley Line and is the midpoint between the Perris-Downtown Station and the Riverside-Downtown Station. RCTC is the lead agency for this project.

The Riverside County Transportation Commission I-15 Smart Freeway Pilot Project required an extended closure of the Rancho California loop on-ramp for northbound I-15 in Temecula. The loop on-ramp reopened on Sunday, August 24, at 7:30 a.m. A huge thanks to our hard-working and dedicated construction crews for making it happen!

12/19/2023 UPDATE: The southbound 71 to eastbound 91 connector is closed to clean up dirt and gravel. The connector will be closed until approximately 4:30 pm. Use westbound 91 to Green River Road to reenter the eastbound 91 .

The closure of the northbound I-15 Rancho California Road direct on-ramp has been cancelled. Please check back for updates.

The Riverside County Transportation Commission I-15 Smart Pilot Project team reopened the northbound I-15 Temecula Parkway on-ramp at 7 a.m. on Sunday, May 18.

Thanks to our dedicated team’s hard work in the field, the on-ramp reopened a day early. We appreciate your patience during the full closure of the ramp project. The Riverside County Transportation Commission, in partnership with Caltrans, reconstructed the 71/91 Interchange Project in Corona.

The new 71/91 interchange opened to motorists on Monday, June 23, 2025. The new, non-tolled, two-lane direct connector replaced the existing single-lane loop connector and the newly realigned eastbound 91 Green River Rd. on-ramp now provides direct access to the new northbound 71 connector and eastbound 91 general purpose lanes.

Weeknight Full Closures of Southbound 71

The 71/91 Interchange Project will resume nightly full closures (Monday through Wednesday) of the westbound 91 on Tuesday, January 2 through Wednesday, January 24, 2024.
Due to the holidays, no closures are scheduled through January 1, 2024. Closures will resume on Tuesday, January 2, 2024.

Motorists will need to use the 71, 60, to 57 as alternate routes. For motorists who need to access Green River Road, they may do so by exiting Auto Center Dr./Serfas Club Dr. Fire, police, and emergency responders will have access. We are also informing residents and businesses of detours, traffic expectations, and to allow extra travel time.

RCTC allows vendors to operate at the Metrolink Train Stations in Riverside County. In order to be considered, a new vendor is required to review the incidental use policy, complete all required documentation, and return to RCTC for review.

Station Advertising

Individuals interested in conducting leafleting, solicitation, and/or political campaign activities at any of RCTC’s commuter rail stations must complete and submit a “Leafleting, Solicitation and/or Political Campaign Activities Permit Application” to the Commission’s Rail Department.  All procedures and policies regarding the application process and advertising activities are outlined in the Non-Commercial Advertising Policy document, click here to download.

Permits shall be issued for two month periods as follows (except in the case of election months and the month immediately preceding election dates):

  • January and February (Permit Period #1)
  • March and April (Permit Period #2)
  • May and June (Permit Period #3)
  • July and August (Permit Period #4)
  • September and Octrober (Permit Period #5)
  • November and December (Permit Period #6)

Applications for a particular permit period shall be due by the 19th day of the calendar month immediately preceding the particular permit period.

TRIENNIAL DBE GOAL FFY 2025-2027


In accordance with 49 CFR Part 26.45(g), the Riverside County Transportation Commission (RCTC), as a recipient of U.S. Department of Transportation assistance, announces a proposed Federal Transit Administration (FTA) overall Triennial Disadvantaged Business Enterprise (DBE) goal of 6.4% for Federal Fiscal Years 2025-2027. This race-neutral goal represents the percentage of work anticipated to be performed by certified DBE firms on RCTC’s FTA-assisted projects. The methodology used to determine the proposed goal will be available for public inspection for thirty (30) days from the date of this notice upon request.

RCTC will host a webinar on April 16th from 10:00 am – 11:00 am PDT to present the methodology for establishing the proposed DBE goal, provide an opportunity for public comment, and answer any questions about RCTC’s DBE program and proposed DBE goal. Click here to register for the webinar.

RCTC and the U.S. Department of Transportation will accept comments on this proposed goal for 30 days from the date of this notice.
