The Riverside County Transportation Commission I-15 Smart Pilot Project will require an extended full closure of the Rancho California Road loop on-ramp for northbound I-15 in Temecula. The loop on-ramp will close beginning on Thursday, August 14 at 9 p.m. through Monday, August 25 at 5 a.m.

The extended closure will allow crews to reconstruct the roadway and construct a concrete barrier on the Rancho California Road on-ramp. The on-ramp will be reconfigured and realigned to create a merge point between the Rancho California Road direct and loop on-ramp.

Detour Route: Motorists may travel east on Rancho California Road, northbound on Ynez Road, and west on Winchester Road to enter northbound I-15.

RCTC, in partnership with Caltrans, the City of Temecula, and the Western Riverside County Council of Governments are implementing an innovative corridor approach for improved traffic operations on northbound I-15 from the San Diego/Riverside County Line in Temecula to the I-15/I-215 Interchange in Murrieta.

Designed as a two-year pilot project, the project is anticipated to improve overall traffic flow and reduce rear-end collisions by maintaining steady travel speeds within the I-15 corridor, without highway expansion and related construction costs and impacts.

The extended northbound I-15 Rancho California direct on-ramp closure has been canceled. The closure, which was scheduled to begin on Monday, June 23, was canceled due to unforeseen circumstances. Please check this page again for the rescheduled date.

12/19/2023 UPDATE: The southbound 71 to eastbound 91 connector is closed to clean up dirt and gravel. The connector will be closed until approximately 4:30 pm. Use westbound 91 to Green River Road to reenter the eastbound 91 .

The closure of the northbound I-15 Rancho California Road direct on-ramp has been cancelled. Please check back for updates.

The Riverside County Transportation Commission I-15 Smart Pilot Project team reopened the northbound I-15 Temecula Parkway on-ramp at 7 a.m. on Sunday, May 18.

Thanks to our dedicated team’s hard work in the field, the on-ramp reopened a day early. We appreciate your patience during the full closure of the ramp project.
