The Riverside County Transportation Efficiency Corridor (RCTEC) provides maximum return on investment to Riverside County taxpayers. The confluence of freight, goods movement, affordable housing, and job creation lies at the center of the RCTEC, located in one of California’s economy-generating centers.

What is the Riverside County Transportation Efficiency Corridor (RCTEC)?

Recognizing the significant traffic congestion that Riverside County residents face every day, the State of California has dedicated $427 million to improve five major transportation projects.

These five projects would not be built for many years without the state funding that was approved by the Governor and State Legislators in April 2017 as part package of legislation that passed with Senate Bill 1 (The Road Repair and Accountability Act of 2017).

Rather than sit on a shelf, improvements to bridges, railroad crossings, and highway interchanges are moving forward, resulting in the creation of jobs and traffic relief, cleaner air, and safer roads.

With funding secure, work is now underway to prepare and approve complex environmental reviews, engineering designs, and construction contracts for each project. The State of California, Riverside County Transportation Commission, the County of Riverside, and other stakeholders are implementing new innovative strategies to accelerate completion of all five projects.

Who can I talk to about RCTEC projects?
Questions about RCTEC projects should be directed to the lead agency for each project. Lead agencies are noted below under each project.

When will RCTEC projects be built?
Senate Bill 132 requires that the state funds for these projects be expended no later than June 30, 2023. Each project has an independent and unique schedule and must go through different phases of development before construction can begin. Please contact project lead agencies for further schedule information.

What is RCTC’s role in RCTEC projects?
RCTC is the recipient of the state funds that will be passed-through to the lead agency for each project. RCTC is the lead agency for only one RCTEC project: the 15/91 Express Lanes Connector. Therefore, RCTC is not responsible for project development and construction activities for the other four projects.

15/91 EXPRESS LANES CONNECTOR

The Riverside County Transportation Commission, in partnership with Caltrans, is preparing to build the 15/91 Express Lanes Connector, which will link the future 15 Express Lanes currently under construction to the 91 Express Lanes. A new connection will be provided from the eastbound 91 Express Lanes to the future northbound 15 Express Lanes currently under construction and from the future southbound 15 Express Lanes currently under construction to the westbound 91 Express Lanes.

The 15/91 Express Lanes Connector is designed to provide a seamless transition between these Riverside County tolling systems for reliable, convenient travel for Eastvale, Jurupa Valley, Norco and Corona residents and express buses.

Separates heavily-congested McKinley Street near SR-91 from the BNSF railroad in the city of Corona, and expands McKinley Avenue from four to six lanes.

Constructs a new bridge over the Union Pacific Railroad tracks and Van Buren Boulevard in the City of Jurupa Valley.

Improve existing freeway interchange at I-15 and the Limonite Avenue overcrossing. Widen existing northbound and southbound on- and off-ramps, replace existing overcrossing structure with an eight-lane bridge, and construct new loop on-ramps.

Replaces the existing 2-lane bridge over the Santa Ana River with a longer, wider bridge and multi-purpose trail in the cities of Eastvale and Norco.
