These rules govern the Park & Ride/Commute Behavior Survey Sweepstakes being conducted by the Riverside County Transportation Commission (RCTC).


1. HOW TO PARTICIPATE


Individuals can participate in the Park & Ride/Commute Behavior Survey Sweepstakes by following one of the methods below:

A. COMPLETE THE ONLINE VERSION OF THE SURVEY.

Upon finishing the online Park & Ride/Commute Behavior Survey, complete the official entry form by providing your name, address (including ZIP code), daytime and evening telephone numbers, and email address by April 15, 2018 at 11:59 p.m. PT.

B. COMPLETE THE PHONE VERSION OF THE SURVEY:

Upon completion of telephone interview for the Park & Ride/Commute Behavior Survey, you will be asked to provide your name, address (including ZIP code), daytime and evening telephone numbers, and email address if applicable.

C. MAIL A 3.5” X 5” POSTCARD:

You also may enter the Park & Ride/Commute Behavior Survey Sweepstakes by mailing a postcard with your first and last name, complete address, city, state, ZIP Code, area code and telephone number, date of birth, and a valid email address (if you have one) to Michelle McCamish’s attention, RCTC, PO Box 12008, Riverside, CA 92502. You must include on the postcard that you would like to participate in “Park & Ride/Commute Behavior Survey Sweepstakes.” A postcard will count as one entry, a total of two postcards may be submitted per person. Postcards must be received by April 15, 2018 at 11:59 p.m. PT.

All postcard entries submitted become the sole property of RCTC and will not be acknowledged or returned. Use of any device to automate entry is prohibited and will result in disqualification. Any violation of the Official Rules or attempt to obtain entries by using fictitious or non-functioning email addresses, identities, registrations and logins, or any other methods will void that entrant’s entries and that entrant may be disqualified. Proof of submission of an entry shall not be deemed proof of receipt by RCTC. Computers at RCTC will be the official time keeping devices for the Sweepstakes. RCTC is not responsible for lost, late, incomplete, invalid, unintelligible, or misdirected entries, which will be disqualified.


2. ELIGIBILITY RESTRICTIONS


The Park & Ride/Commute Behavior Survey Sweepstakes is open to all persons who are 18 years of age or older and who live or work in San Diego or western Riverside Counties. Employees of RCTC, San Diego Association of Governments (SANDAG), Caltrans, NCTD, MTS, contractors or consultants of RCTC who are working on any IE Commuter projects during the Park & Ride/Commute Behavior Sweepstakes Period, the members of their immediate families (spouse, parent, sibling, or child), and those living in the same household of each (whether related or not), are ineligible to win.

The Park & Ride/Commute Behavior Survey Sweepstakes is subject to all applicable federal, state, and local laws and regulations and is void where prohibited. Participants are required to provide truthful information. In order to claim the prize, RCTC may require the winners to provide a valid government issued photo identification card along with their complete current mailing address, date of birth, and phone number. RCTC will disqualify any individuals who do not meet these eligibility requirements.


3. PARK & RIDE/COMMUTE BEHAVIOR SURVEY SWEEPSTAKES AWARD


A total of five (5) $100 Amazon gift cards will be awarded at the end of the Park & Ride/Commute Behavior Survey Sweepstakes.

The Park & Ride/Commute Behavior Survey Sweepstakes Award winners will be notified by May 15, 2018 after the end of the Sweepstakes period.

Participants are eligible to win only one time during the Park & Ride/Commute Behavior Survey Sweepstakes Period. Five winners will be selected by random drawing among all eligible entries received by April 15, 2018 at 11:59 p.m. PT. The random drawings will be conducted by staff at SANDAG.

Park & Ride/Commute Behavior Survey Sweepstakes Awards will be mailed to the individual winners at the home or business address provided OR may be picked up at the RCTC office at 4080 Lemon Street, 3rd Floor, Riverside, CA during regular business hours.


4. CONDITIONS


Decisions made by RCTC management with respect to the Park & Ride/Commute Behavior Survey Sweepstakes are final.

The Park & Ride/Commute Behavior Survey Sweepstakes is governed by and subject to the laws of the State of California and the United States. All federal, state, and local laws and regulations apply. Void where prohibited by law. Park & Ride/Commute Behavior Survey Sweepstakes Award recipients will pay all applicable taxes and fees.

The Park & Ride/Commute Behavior Survey Sweepstakes Award winners must sign and return an affidavit of eligibility within fourteen (14) days of the date RCTC sends notification to the winner. If a potential winner cannot be contacted, or fails to sign and return the required affidavit of eligibility and/or liability or publicity release within fourteen (14) days of RCTC sending the notification of winning, the potential winner forfeits the Park & Ride/Commute Behavior Survey Sweepstakes Award and a new winner may be selected. Substitute winner(s) will have fourteen (14) days to claim the Sweepstakes Award.

Participants may only win one sweepstakes sponsored by RCTC in any six-month period.

The Park & Ride/Commute Behavior Survey Sweepstakes Awards are expressly limited to the items listed above and there is no substitution, transfer, or cash equivalent, except that RCTC may, at its sole discretion, substitute an award of comparable value. The winners will be solely responsible for all taxes and all other fees and expenses associated with the receipt and use of the Sweepstakes Awards. RCTC is not responsible for prize utility, quality, or otherwise.

If for any reason this Park & Ride/Commute Behavior Survey Sweepstakes cannot be executed as planned, including, but not limited to, as a result of infection by computer virus, tampering, unauthorized intervention, fraud, technical failures, incomplete or unintelligible entries, or any other causes beyond the control of RCTC that corrupt or affect the security, administration, fairness, integrity or proper conduct of the Park & Ride/Commute Behavior Survey Sweepstakes, or if the Park & Ride/Commute Behavior Survey Sweepstakes is compromised or becomes technically corrupted in any way, electronically or otherwise, RCTC reserves the right to cancel, terminate or modify the Park & Ride/Commute Behavior Survey Sweepstakes. If due to circumstances beyond the control of RCTC, any award-related event or travel is delayed, rescheduled, postponed or cancelled, RCTC reserves the right, but not the obligation, to cancel or modify the Park & Ride/Commute Behavior Survey Sweepstakes and shall not be required to award a substitute award.

RCTC, in its sole discretion, reserves the right to disqualify any person tampering with the entry process or the operation of RCTC or its websites. Failure to comply with the rules of the Sweepstakes may result in a participant’s disqualification and/or forfeiture of any award. If RCTC makes a good faith determination that cheating or fraudulent activity has occurred in connection with the Park & Ride/Commute Behavior Survey Sweepstakes, RCTC reserves the right to disqualify that participant from winning future promotions and to prosecute and seek damages to the fullest extent permitted by law.

Where a conflict exists between promotions, RCTC reserves the right to determine which promotion will apply.

RCTC is not responsible for typographical or other errors in the printing, the offering, the administration, or the announcement of the Park & Ride/Commute Behavior Survey Sweepstakes Award.

The Official Rules also shall be available during regular business hours at the RCTC offices.


5. PRIVACY


RCTC is partnering with the San Diego Association of Governments (SANDAG) in conducting the Park & Ride/Commute Behavior Survey Sweepstakes (Survey), although RCTC is solely responsible for all Surveys submitted to RCTC. SANDAG’s Privacy Policy for Collection, Management, and Storage of Personal Information (Privacy Policy) is located at sandag.org/privacy. By completing the Survey online, you agree to the Terms of Use and SANDAG’s data collection practices contained in the Privacy Policy. To the extent that any Personally Identifiable Information (as defined in the Privacy Policy) is collected as part of this Survey, RCTC agrees to abide by the terms of the Privacy Policy to the same extent that such terms are applicable to SANDAG and to the Survey. In completing the Survey, you agree that the Privacy Policy shall apply to RCTC to the same extent as it applies to SANDAG, and that RCTC shall have all rights and obligations as SANDAG under the Privacy Policy.
