Residents and motorists planning to travel northbound on I-15 from the Rancho California Road loop on-ramp are advised to plan ahead for an extended closure of the ramp. The extended full closure of the Rancho California Road loop on-ramp for northbound I-15 will begin on Thursday, August 14 at 9 p.m. through Monday, August 25 at 5 a.m. The closures are required to allow crews to safely extend a second lane of the on-ramp by several hundred feet and create a safety pocket for emergency vehicles.

While crews are completing work on the ramp, motorists are advised to travel east on Rancho California Road, northbound on Ynez Road, and west on Winchester Road to enter Northbound I-15.

Closure dates are subject to change due to weather, site conditions, construction progress, and other factors.

The work will involve reconfiguring and realigning the ramp to create a merge point between the loop and the direct on-ramps for Rancho California Road.

The Smart Freeway Pilot Project will use ramp meters that work as a coordinated system that adapts to allow more or fewer vehicles to enter I-15 at any given time from the Temecula Parkway, Rancho California Road, and Winchester Road on-ramps. The project is anticipated to improve overall traffic flow and reduce rear-end collisions within the I-15 corridor, without highway expansion and related construction costs and impacts.

RCTC will require an extended full closure of the Rancho California Road on-ramp for northbound I-15 beginning on Sunday, July 13 at 9 p.m. through Monday, July 21 at 5 a.m. The closures are required to allow crews to safely extend a second lane of the on-ramp by several hundred feet and create a safety pocket for emergency vehicles.

While crews are completing work on the ramp, motorists are advised to travel west on Rancho California Road, northbound on Jefferson Avenue, and east on Winchester Road to enter Northbound I-15.

RCTC will require an extended full closure of the northbound I-15 Temecula Parkway on-ramp beginning on Sunday, May 11 at 9 p.m. through Monday, May 19 at 5 a.m. The closures are needed to allow crews to safely demolish and reconstruct portions of the on-ramp to provide an additional lane for the I-15 Smart Freeway Pilot Project. The work will require the use of heavy construction equipment during the extended closure.

During the closure, motorists are advised to travel west on Temecula Parkway, northbound on Old Town Front Street, east on Santiago Road, north on Ynez Road, and west on Rancho California Road to enter northbound I-15.

Once in operation, the I-15 Smart Freeway Pilot Project will use a dynamic coordinated metering system to allow more or fewer vehicles to enter the highway at a given time, allowing for a smoother traffic flow on the northbound 15. The system is designed to improve traffic and reduce collisions on the eight-mile stretch of the northbound I-15 from the County Line in Temecula to the I-15/I-215 Interchange in Murrieta.

A two-day weekend closure of the Metrolink 91/Perris Valley Line is scheduled this Saturday, June 22 and Sunday, June 23 as part of the Moreno Valley/March Field Station Improvement Projects. During the closure, construction crews will conduct system tests of infrastructure enhancements related to the project.

The two-day shutdown will affect the Perris-South, Perris-Downtown, Moreno Valley/March Field, and Riverside-Hunter Park stations. Passenger rail services will not be available for the duration of the closures, but Metrolink will be providing alternate bus transportation for passengers travelling to destinations serviced by the 91/Perris Valley Line.

The Riverside-Downtown, Riverside-La Sierra, Corona-North Main, and Corona-West stations will maintain their standard Saturday and Sunday operating schedules. Riverside Transit Agency and other transit services around the affected stations will also continue their standard Saturday and Sunday schedules.

Construction of the Moreno Valley/March Field Station Improvement Project began in October 2022. Previous project work has included train switch upgrades, signal enhancements, drainage improvements, and track upgrades. Once completed, key elements of the project will include:

• Addition of a second passenger train platform;
• Extension of the existing platform to accommodate the length of the standard Metrolink six-car trains; and
• Upgrade of 2 ½ miles of track for the future nine-mile double-track corridor south of the station.

Project funding is provided by a combination of local and federal transportation sources, including a $32 million Federal Transit Administration grant and Riverside County’s voter-approved Measure A.

The eastbound Route 60 Gilman Springs Road on-ramp was closed this week and is expected to reopen February 3.

If possible, avoid the area by using Interstate 10 and allow extra travel time due to significant anticipated delays.  See detour map below. The CHP will enforce traffic safety. Traffic fines are doubled in construction areas.

RCTC, in partnership with Caltrans, began project construction in June 2019. The project is intended to enhance safety and traffic flow by separating passenger vehicles from trucks, providing wider shoulders for emergency access, constructing wildlife crossings for animals to cross beneath Route 60, and flattening curves for better sight distance within this curving terrain. The $113 million investment has created 1,400 jobs.

The Point: Lane closure has provided safe condition for motorists, crews and reduced one year of construction time

Traveling through the Route 60 Badlands in Riverside County will be easier soon, with the reopening of a lane that closed last summer for construction. The Riverside County Transportation Commission will reopen the westbound Route 60 lane between Beaumont and Moreno Valley on the night of March 5, marking a milestone for the Route 60 Truck Lanes Project.

To prepare for the lane reopening, the CHP will be conducting intermittent daytime traffic breaks of 5-10 minutes the week of February 24 to allow crews to move k-rail and equipment. In addition, the nights of February 24-28, westbound Route 60 will be fully closed and one eastbound lane will be closed for crews to check pavement quality, make repairs and reset k-rail. Nighttime lane closures will occur from 9 p.m. to 5 a.m.

RCTC closed the lane August 23 to allow crews to safely excavate thousands of cubic yards of dirt from the hillsides to carve out space to build a truck lane in both directions and widen the inner and outer shoulders.

During the closure, crews excavated 1.3 million cubic yards within the project area. This represents about 60 percent of the total 2.1 million of cubic yards that need to be excavated for the project.

Crews are shifting k-rail and checking pavement quality to prepare for the reopening of the westbound lane on March 5.

The timing will improve traffic flow in time for the April festival season in the Coachella Valley.

Closing the westbound lane created safer conditions for motorists and construction crews and saved overall project time. Originally planned as a 3.5-year project, the lane closure has reduced a year of construction time and should allow the project to be completed in about 2.5 years or in late 2021.

RCTC operated Freeway Service Patrol roving tow trucks to help stranded motorists while the westbound lane has been closed. Tow truck drivers assisted more than 1,600 motorists, including 134 with flat tires, 205 with mechanical problems, 75 with overheated engines, and 74 who ran out of gas.
