To help meet California’s greenhouse gas reduction goals to reduce air pollution, RCTC applied for and received a $271,380 Caltrans Sustainable Transportation Planning grant in June. The grant will be used to prepare a Joint Zero-Emission Bus Rollout and Implementation Plan for five public transit operators that operate fixed route and dial-a-ride services in Banning, Beaumont, Corona, Riverside, and the Palo Verde Valley.

Transit agencies across California are working to meet state requirements to operate 100% zero-emission buses by 2040. According to state officials, the transportation sector generates 40% of total greenhouse gas emissions (GHGs) statewide. The move to zero-emission buses is designed to help the transit industry reduce its carbon footprint and help the state meet its goal to cut GHG emissions by 40% of 1990s levels. The U.S. Department of Transportation estimates that one zero-emission bus can reduce carbon emissions by upwards of 135 tons per year compared to fossil fuel buses.

The transition to zero-emission buses will not only improve air quality throughout the county, especially in disadvantaged communities, but will also bring new training and employment opportunities related to bus manufacturing, maintenance, and infrastructure installation.

By combining efforts for the smaller transit operators, RCTC intends to promote a more consistent, regional effort and create savings through economies of scale. This joint effort will also make it easier to meet the rollout plan 2023 submission deadline.

The Point: Funds will create strategic plan and spur jobs, housing, economic recovery

The Point: Funds will create strategic plan and spur jobs, housing, economic recovery

A plan to improve access to mass transit and promote economic recovery in communities near Metrolink’s 91/Perris Valley Line is in the works, due to the Federal Transit Administration’s award of a $700,000 grant on June 11 to the Riverside County Transportation Commission.

RCTC is one of 23 agencies nationwide and one of three in California to receive grant funding from the FTA Pilot Program for Transit Oriented Development. Applications were due in November.

The grant will allow RCTC to work with private sector partners and representatives from the cities of Perris, Riverside and Corona and the March Joint Powers Authority to create a strategic plan for transit-oriented development. The plan will focus on development within a five-mile radius of Metrolink stations that serve the 91/Perris Valley Line.

“As the owner and operator of nine Metrolink stations in Riverside County, RCTC will work closely with our public-private partners to make it easier to access our passenger rail network and to create vibrant stations with retail amenities,” said RCTC Chair and Wildomar City Council Member Ben J. Benoit. “This will create jobs and improve the overall mass transit experience for Metrolink riders and station neighbors,” he said.

RCTC will convene private sector and local agency partners during the next fiscal year to begin the study process.

RCTC thanks its congressional representatives and the U.S. Department of Transportation for its award of this grant.
