Regular meetings with legislators and transportation policy decision-makers in Sacramento are critically important as the Legislature and Governor Gavin Newsom start discussions on formulating the 2022-23 state budget. With another budget surplus expected, RCTC and transportation advocacy groups like Mobility 21 are helping to bring awareness to the transportation needs in Riverside County and the region.

Mobility 21, a coalition that brings together public, business, and community stakeholders to pursue regional solutions to transportation challenges in southern California, hosted a day-long virtual meeting with state legislators to allow coalition members like RCTC to discuss crucial transportation issues, including:

Funding for southern California to deliver much-needed transportation infrastructure projects,

Resolving the supply chain crisis to allow greater efficiency of goods movements, and

Supporting state and local collaboration so that policies consider the diversity of each region.

Representing RCTC, Executive Director Anne Mayer joined other public and private transportation leaders in a series of meetings, including with Senator Pat Bates (Orange County), Assemblymember Isaac Bryan (Los Angeles), Assemblymember Dr. Akilah Weber (San Diego), Assembly Majority Leader Eloise Gómez Reyes (San Bernardino), Assemblymember Richard Bloom (Los Angeles), and staff from Assemblymember Vince Fong (Kern County) office.

Mayer also facilitated a meeting with James Barba from Senate President Pro Tem Toni Atkins’s office to reinforce the importance of maintaining stable funding for local transportation programs.

Mayer and transportation advocates also met with California State Transportation Agency Acting Secretary Elissa Konove, Caltrans Director Toks Omishakin, and California Transportation Commission Chair Hilary Norton and Executive Director Mitch Weiss.

RCTC takes a comprehensive approach to state legislative advocacy by joining coalitions like Mobility 21 or independently working with the region’s state legislative delegation. Earlier this year, RCTC worked with Senator Rosilicie Ochoa Bogh, Chair of the Inland Empire Caucus (IEC), to seek support on a suite of projects that, if funded, would provide critical relief to the region’s transportation network. Recently, the IEC called on Governor Newsom, Senate President Pro Tem Toni Atkins, and Assembly Speaker Rendon in a January 6 letter to seek funding for projects totaling $2.2 billion, including $875 million for five projects in Riverside County. The Riverside County projects include:

Coachella Valley-San Gorgonio Rail Corridor Service Project

Interstate 10 Bypass

Third Street Grade Separation Project

15 Express Lanes Project Southern Extension

Riverside to Fullerton Junction Triple Track Completion

RCTC continues to seek funding and policy solutions for Riverside County to reduce traffic congestion while planning for next-generation projects that give residents meaningful alternatives to driving. On December 14, 2021, former RCTC Chair Jan Harnik, Mayor of Palm Desert, sent a letter to Governor Newsom seeking urgent transportation solutions for Riverside County.

To register your support for securing more funding for Inland Empire projects, please visit our support page.

Support New Transportation Funding

RCTC implements Measure A, the voter-approved half-cent sales tax for transportation improvements in Riverside County, and has identified next-generation transportation improvements in RCTC’s 2020 Commission-adopted Traffic Relief Plan. Securing additional state funding frees up local funds for use on other projects, advancing mobility in the county.

Following significant debate and negotiation in Congress over the last several months, President Joe Biden signed the bipartisan $1.2 trillion Infrastructure Investment and Jobs Act (IIJA) in November to provide $550 billion in new infrastructure spending. After working closely with the California Congressional delegation to include language in the legislation that allows us to compete for funds, RCTC is prepared to apply for grants to make much-needed investments in our region’s transportation system.

The IIJA includes substantial funding for roads, bridges, electric vehicle infrastructure, rail-highway grade crossing improvements, climate resiliency, and carbon reduction.

“This new infrastructure bill may give Riverside County and our region the tools we need to improve and expand our transportation investments for the 21st century,” said RCTC Chair Jan Harnik, who also is the Palm Desert Mayor Pro Tem. “RCTC eagerly awaits the opportunity to compete for these funds. We are ready!” she said.

In addition, the IIJA includes the five-year reauthorization of federal surface transportation legislation, which provides funding for roads, bridges, transportation safety, and freight programs. The IIJA makes the single largest investment in repairing and reconstructing bridges since the construction of the interstate highway system with a $40 billion bridge program. The bill also includes historic funding for public transit and passenger rail by providing nearly $70 billion for public transit, a 40% increase over current spending levels, and $66 billion for passenger rail, the largest investment in 50 years.

Based on data recently released by the U.S. Department of Transportation, California expects to receive billions of dollars in transportation infrastructure funding over the next five years:

Approximately $29.5 billion for highways and bridges – a roughly 44% average annual increase over current funding levels;

Approximately $179 million for highway safety traffic programs to reduce deaths and injuries from vehicle-related crashes – a 29% increase over current funding levels; and

Approximately $384 million to support the expansion of the electric vehicle charging network.

Want to make a difference in conserving habitat, streamlining transportation projects, and fostering economic development in western Riverside County? The Western Riverside County Regional Conservation Authority, also known as the RCA, is seeking volunteers to apply for membership of its Stakeholders Committee. Applications are available now.

This effort helps communities and species thrive, accelerates construction of needed infrastructure like transportation projects and housing, and bolsters the economy.

RCA Chair Natasha Johnson is reinstituting the Stakeholders Committee this year. Membership applications are due October 25.

SB 1 also provides opportunities for Riverside County to compete for additional funds to reduce highway congestion, build infrastructure to support trade and commerce, and expand rail and bus transit. The Commission has previously supported numerous similar measures intended to restrict expenditure of transportation revenues to transportation purposes only. The Commission has previously supported numerous similar measures intended to restrict expenditure of transportation revenues to transportation purposes only.

SB 1 funds have already been committed to Riverside County. Under the law, each city and the County of Riverside receives an annual sum of SB 1 funds to repair and maintain existing local roads; the projects receiving these funds are reviewed and approved in public meetings by city councils and the Board of Supervisors, and are disclosed at this state website.
It is no secret that Riverside County roads are in need of repair and are heavily congested, adding time and cost burdens on Riverside County residents and businesses. According to RCTC’s 2016 Strategic Assessment, Riverside County faces a gap between transportation needs and available funding of approximately $12.6 billion through 2039. If SB 1 is repealed, the funding gap will widen to at least $15.8 billion in this same period. Further, Measure A, Riverside County’s voter-approved half-cent sales tax for transportation improvements, relies upon adequate state and federal funding to match Measure A funds. SB 1 represents a substantial amount of the state funds presumed necessary to fulfill Measure A’s commitments to Riverside County voters.

Organized efforts are underway to gather signatures to place an initiative on the November 6, 2018 General Election statewide ballot to repeal SB 1 and requires the Legislature to submit to the voters any increase in specified vehicle fees or gas or diesel taxes.

Several Commissioners expressed reservations about taxes and skepticism of state government. Commissioners also voiced the growing need for funds to make transportation improvements in local communities. Others said that voters should have a say in whether gas taxes should be raised.
