Once completed, the 91 ECOP project will provide motorists a three-mile, non-tolled auxiliary lane on eastbound SR-91 between the SR-241 connector and SR-71 near Green River Road. Improvements will also include widening two bridges, constructing retaining walls, implementing rockfall mitigation measures, replacing overhead signs, and building a new two-lane exit ramp at Green River Road.

“With more than 300,000 vehicles traveling SR-91 between Riverside and Orange counties each day, continued investment in the corridor is needed to keep our communities moving,” said RCTC Chair Raymond Gregory. “RCTC appreciates the U.S. Department of Transportation for recognizing the importance of this project through the BUILD grant program, and we thank Representatives Ken Calvert and Young Kim for their leadership in supporting the project’s grant application. These funds help improve traffic operations on the 91.”

The SR-91 corridor is one of the most traveled corridors in the United States, serving thousands of commuters, businesses, and goods movement throughout the region. The $25 million Better Utilizing Investments to Leverage Development (BUILD) grant provides a significant federal investment toward advancing the project from design to construction.

RCTC is advancing the project in partnership with the California Department of Transportation and the Orange County Transportation Authority to help improve traffic flow, support economic development, and enhance travel reliability throughout the region. Construction is expected to begin in 2028. The $178 million for construction of the 91 ECOP will be funded through a combination of federal, state, and local funds, as well as toll revenues.

USDOT’s BUILD grant program is a nationally competitive discretionary grant program that funds significant transportation infrastructure projects across the country. The grant is used for transportation infrastructure projects with significant local or regional impact.

Growth is happening

While some portions of California have lost residents, Riverside County – a safe, dynamic, affordable part of the state – continues to grow. Since 2002, Riverside County’s population has increased by 67%, and over the next 25 years, our 2.5 million-person county will increase by another 500,000 residents, the equivalent of adding two new cities the size of Moreno Valley.

“There’s no question that we need to make calculated investments in our county transportation infrastructure, not only to maintain and improve mobility, but also to keep growth from overwhelming our ability to live, work, learn, explore, go places, and enjoy life,” said Riverside County Transportation Commission (RCTC) Chair and City of Beaumont councilmember Lloyd White.

On a daily basis, residents across Riverside County contend with traffic jams, aging roads and bridges, and limited bus and train schedules. Without action, growth will only aggravate these challenges and leave residents in a never-ending congestion loop.

RCTC is listening

RCTC has developed the draft 2024 Traffic Relief Plan, or TRP, to improve mobility, enhance safety, and prevent growth from overwhelming the county transportation system. The TRP is a county-wide strategic blueprint to reduce traffic congestion by constructing highway improvements, repairing potholes on local roads and streets, increasing the frequency of public transportation, and fortifying our transportation infrastructure against natural disasters in Riverside County.

To shape the plan, RCTC has gathered input from residents on transportation priorities for local and regional corridors over the last several years.

The response has been clear and consistent: Residents want safer, smoother roads, faster-moving freeways, and more opportunities to ride convenient trains and buses. They want improvements to corridors such as State Route 79, Cajalco Road, the Ramona Expressway, and Highway 111. Residents seek help for the 91, 10, 215, and 60 freeways – from bridges and interchanges to more efficient traffic flow. Residents want to protect critical roadways and bridges from flooding, blowsand, and earthquakes.

Keep choices and outcomes local

Those who live, drive, walk, bike, and take transit here know the region best. The TRP draws strength from residents’ perspectives, creates consensus through an inclusive process, and proactively moves real transportation solutions forward – faster.

Waiting for transportation help from Sacramento or Washington, D.C. would leave Riverside County stalled indefinitely. Not only do state and federal officials have other priorities, but history suggests their involvement in local transportation issues leads to a one-size-fits-all approach with top-down mandates, politicized projects, and bridges to nowhere. The TRP is shaped by local voices and local concerns for the benefit of Riverside County residents.

The plan

In Riverside County, local action can drive better outcomes. Looking ahead, the TRP outlines a series of transportation improvements across all of Riverside County, including in western Riverside County, Coachella Valley, and the Palo Verde Valley.

The plan considers every community, and comprises eight investment areas:

Next steps

At this time, the plan is not funded. The TRP is an aspirational guide that prioritizes and facilitates those transportation projects that residents say they value most.

The plan remains open for public input through March 31. To provide your input, please visit trafficreliefeplan.org.

RCTC’s commissioners, who represent every city in Riverside County and all county residents via their Board of Supervisors, plan to finalize the TRP this spring. In early summer the commission might then consider whether or not to ask voters for funding to implement the plan and deliver results.

More input, please

As the process proceeds, residents are encouraged to weigh in on the TRP.

“We need public input to make the best decisions we can on prioritizing transportation projects and ensuring the strongest possible Traffic Relief Plan,” White said.

Public input is essential to RCTC’s mission to implement transportation solutions that connect communities for a better quality of life. Please visit TrafficReliefPlan.org to read the draft, review the priorities, and offer ideas. All voices are welcome.

Over the past year, the CV Rail project has made progress in getting funding for the next phase and coordinating closely with city and agency partners. Recently, the Federal Railroad Administration (FRA) made a big announcement to help keep project momentum going. The FRA added the CV Rail Project to the federal Identification and Development Program (Corridor ID) and awarded the project $500,000.

Why is this important? By being included in the Corridor ID program, the CV Rail project is now considered vital to developing intercity passenger rail across the Country. That’s a big deal. The designation will allow RCTC, Caltrans, and other project partners to better compete for engineering and construction grants as projects continue to move forward.

“I am pleased to see the Federal Rail Administration recognize the value CV Rail will bring to Riverside County. By including CV Rail in the Corridor ID program, the federal government has signaled that the project is viable and warrants attention,” said RCTC Chair and Lake Elsinore City Council Member Robert “Bob” Magee. “This designation will help CV Rail compete for more federal grants that will help get this service up and running for our residents,” he said.

In a bid to move regionally significant projects forward, Representatives Ken Calvert, Young Kim, and Mark Takano have submitted three projects on RCTC’s behalf under the Congressional Community Project Funding (CPF) program.

In July, requests included in the Fiscal Year 2024 Transportation, Housing, and Urban Development Appropriations bill include three RCTC-led projects:

Representative Ken Calvert: $5 million for the Coachella Valley Rail Project

Representative Young Kim: $4 million for the State Route 91 Eastbound Corridor Operations Project

Representative Mark Takano: $500,000 for the Metrolink Double Track Project: Moreno Valley-Perris

Securing funding for the Coachella Valley Rail Project is critical to providing expanded passenger rail service to Riverside County residents, increasing access to jobs, education, and services. In July 2022, the Commission unanimously certified the Tier 1 Program-Level Environmental Document for the Coachella Valley Rail Project. Since certification, RCTC has been working diligently to secure state and federal funding for the Tier 2 environmental document that will identify and study potential station locations and detailed engineering, moving the project closer to shovel ready.

The 91 Eastbound Corridor Operations Project is in the early phases of planning. In partnership with Caltrans, the Orange County Transportation Authority, the City of Corona, and the Transportation Corridor Agencies, RCTC is proposing to add an eastbound 91 lane from the 241 Toll Road connector to the 71 in Corona. Engineering and environmental studies have begun and are expected to take 2-3 years. With the help of federal funding, RCTC can complete the engineering and environmental phase.

The projects are designed to help improve mobility options for residents in Riverside County and the region.

Three funding requests are for Coachella Valley Rail, the proposed 144-mile passenger rail corridor between Los Angeles and the Coachella Valley, with stops in Los Angeles, Orange, San Bernardino, and Riverside counties. This once-in-a-generation project is critically important for the Inland Southern California region, which faces heavy traffic congestion daily.

RCTC is requesting Congressionally Directed Spending funding totaling $5 million each from U.S. Senators Dianne Feinstein and Alex Padilla and a Community Project Funding request for $5 million from U.S. Representative Ken Calvert, for a total of $15 million. This will help fund in-depth engineering and environmental studies that must be completed to advance the project.

Once operational, the rail service will add a new car-free, stress-free option for travel, expand the regional economy with new connections to entertainment venues and commercial/retail centers, combat climate change with fewer emissions from single-passenger vehicles, and promote equity by offering new access to employment and education.

To learn more about Coachella Valley Rail, visit rctc.org/cvr.

RCTC also has applied for Community Project Funding for three additional projects through the following Congressional members:

From Representative Mark Takano, a $3 million request toward construction of the Metrolink Double Track: Moreno Valley to Perris Project. The project will add a second set of tracks between the Moreno Valley/March Field Station and the Perris-South Station. Once completed, the extended tracks will facilitate Metrolink operations, offer an alternative to driving, and help relieve traffic congestion on Interstate 215. The project also will boost access to jobs and education in this traditionally underserved area, reduce air pollution, and help Metrolink achieve its goal of providing bidirectional service every 30 minutes in time for the 2028 Olympics and Paralympics.

From Representative Raul Ruiz, a $3 million request toward construction of the Mid County Parkway Ramona Expressway Project. RCTC is partnering with the County of Riverside for this 8.6-mile segment of roadway between Perris and San Jacinto that experiences a high rate of vehicular accidents. If funding is secured, construction could start in 2025 and take about two years to complete.

From Representative Young Kim, a $3 million request for construction funds for the Route 91 Eastbound Corridor Operations Project. This project would add a lane to eastbound 91 from the southbound 241 Toll Road connector to Route 71 in Corona to help improve traffic flow in this heavily traveled area, especially during peak afternoon and evening commute hours. Engineering and environmental studies are expected to begin in mid-2023, with construction dates based on available funding.

In support for RCTC’s projects, Representatives Calvert, Takano, and Kim submitted RCTC’s funding request to the House Appropriations Committee for consideration. The three project funding requests included:

$5 million request to the Coachella Valley Rail Project supported by From Representative Ken Calvert.

$3 million request toward construction of the Metrolink Double Track: Moreno Valley to Perris Project supported by Representative Mark Takano.

$3 million request for the Route 91 Eastbound Corridor Operations Project supported by Representative Young Kim.

While these requests still require Congressional approval, the funding amounts to $11 million to advance passenger rail and highway infrastructure projects that improve mobility and transportation options for Riverside County.

A $3 million request by RCTC to Representative Mark Takano was approved to help fund the construction of the City of Riverside’s Third Street Grade Separation Project.

This critical piece of funding supports the construction phase of a new four-lane underpass to replace the at-grade railroad crossing at Third Street near downtown Riverside. These tracks, operated by Burlington Northern Santa Fe Railway and Union Pacific Railroad, are among the busiest in the nation with more than 100 trains passing through daily. This rail traffic causes approximately 225 minutes per day of traffic delay on Third Street, including for emergency responders.

Establishing a new vehicle/pedestrian/bicycle underpass will enhance safety, reduce local traffic delays, improve air quality with fewer idling vehicles, and enhance connections with the Downtown and Eastside communities. Final design is anticipated to be completed by summer 2024, with construction contract awards expected in spring 2025.

Also included within the funding package was RCTC’s $3 million request of Representative Ken Calvert to help fund the proposed I-15 Express Lanes Project Southern Extension.

This project aims to extend the I-15 Express Lanes by 14.5 miles, from Cajalco Road in Corona, through Temescal Valley, to Route 74 in Lake Elsinore. I-15 is the spine of the region’s transportation network, with millions of vehicles using the interstate annually. The southern section of I-15 serves as a critical connection point not only for passengers traveling between San Diego, Riverside, San Bernardino, Orange, and Los Angeles counties, but also for the movement of goods we all depend upon and enjoy.

The I-15 Express Lanes Project Southern Extension also directly benefits local communities by expanding mobility choice and mass transit while reducing greenhouse gas emissions. The funding will support engineering and environmental studies that are under way and expected to be completed in several years. Efforts will continue to secure funding for construction.

RCTC appreciates the leadership of Representatives Calvert and Takano to secure funding for transportation projects that enhance mobility choice and quality of life for the region’s residents.

RCTC is seeking $20 million to help fund the Tier 2 studies, which are expected to cost $60 million. Recently, funds became available through the federal Consolidated Rail Infrastructure and Safety Improvements (CRISI) Program on a competitive basis. RCTC and Caltrans will be submitting a joint CRISI Program grant application, due December 1. In addition, several sources of state funds may also be available in the future, and RCTC plans to meet with state officials this fall to request support.

Following the environmental studies and approvals, project design and construction would begin. While the passenger train service could still be 10 years away, RCTC is moving full speed ahead to create a transformational car-free, stress-free way to travel through inland southern California.

Why is 2040 significant? Bus operators across California will be required to operate 100% zero-emission bus fleets in 18 years. Starting in 2029, all agency bus purchases must be electric, fuel cell, or hydrogen powered.

Riverside County is working to meet this mandate. The U.S. Department of Transportation awarded the Riverside Transit Agency $5.1 million to buy five 40-foot hydrogen fuel electric buses. This will be RTA’s first set of buses that will entirely run without tailpipe emissions. Although this represents a small percentage of the entire RTA fleet, the new hydrogen buses provide the foundation toward transitioning to emission-free service.

Riverside County’s other bus operators also are making great progress toward the 2040 goal. SunLine Transit has been a pioneer in alternative fuels and zero-emission program implementation. SunLine currently has a fleet of 16 hydrogen fuel buses and four battery electric buses. The agency anticipates having a 100% zero-emission fleet in place by 2035, well before the deadline.

RCTC is also providing support for these efforts. Although RCTC does not operate bus service, we are helping smaller operators comply with the 2040 mandate. RCTC secured a grant last year to prepare a Joint Zero-Emission Bus Rollout and Implementation Plan for the five public transit operators that operate fixed route and dial-a-ride services in Banning, Beaumont, Corona, Riverside, and the Palo Verde Valley. The grant will fund a plan to help these smaller Riverside County transit operators decide which zero-emission technology is suitable for their communities, prepare a bus replacement schedule, identify charging and maintenance facility upgrades, and develop a capital and operating funding plan.
