The project was renamed following two rounds of public input and thousands of responses from residents along the SR-79 corridor and adjacent communities. Originally envisioned as a state route, the proposed expressway is now being designed and planned as a County of Riverside facility – requiring the new project name.</p>
<p>To help select a new project name, the Commission launched community-driven efforts to solicit public input, raise awareness, and celebrate community identity. Over the past year, thousands of residents in Hemet, San Jacinto, Winchester, and across the surrounding unincorporated areas in Riverside County provided a meaningful voice in shaping the project’s legacy by providing name suggestions and then voting on the top seven names.</p>
<p>Following the multiple public input phases, a special renaming panel comprised of elected officials and community leaders along the project area unanimously voted to recommend the “San Jacinto Valley Expressway” name to the Commission based on community feedback.</p>

The project also includes space for a future 35-foot-wide transportation corridor, a multipurpose trail, and wildlife crossings.</p>

Once completed, the 91 ECOP project will provide motorists a three-mile, non-tolled auxiliary lane on eastbound SR-91 between the SR-241 connector and SR-71 near Green River Road. Improvements will also include widening two bridges, constructing retaining walls, implementing rockfall mitigation measures, replacing overhead signs, and building a new two-lane exit ramp at Green River Road.</p>
<p>“With more than 300,000 vehicles traveling SR-91 between Riverside and Orange counties each day, continued investment in the corridor is needed to keep our communities moving,” said RCTC Chair Raymond Gregory. “RCTC appreciates the U.S. Department of Transportation for recognizing the importance of this project through the BUILD grant program, and we thank Representatives Ken Calvert and Young Kim for their leadership in supporting the project’s grant application. These funds help improve traffic operations on the 91.&#8221;</p>

				</div></div></div></div></div><div class="uncode_text_column text-lead" ><p>The SR-91 corridor is one of the most traveled corridors in the United States, serving thousands of commuters, businesses, and goods movement throughout the region. The $25 million Better Utilizing Investments to Leverage Development (BUILD) grant provides a significant federal investment toward advancing the project from design to construction.</p>
<p>RCTC is advancing the project in partnership with the California Department of Transportation and the Orange County Transportation Authority to help improve traffic flow, support economic development, and enhance travel reliability throughout the region. Construction is expected to begin in 2028. The $178 million for construction of the 91 ECOP will be funded through a combination of federal, state, and local funds, as well as toll revenues.</p>
<p>USDOT’s BUILD grant program is a nationally competitive discretionary grant program that funds significant transportation infrastructure projects across the country. The grant is used for transportation infrastructure projects with significant local or regional impact.</p>

On June 24, 2026, RCTC celebrated the start of construction on the <a href="https://www.rctc.org/projects/mid-county-parkway-ramona/">Mid County Parkway Ramona Expressway Project</a> alongside project partners, elected officials, stakeholders, and community members at the project site.</p>
<p>The 8.6-mile project, located between one mile east of Rider Street and Warren Road in San Jacinto, will improve safety and access by constructing a raised median, adding one lane in each direction, building a new bridge over the San Jacinto River and a wildlife crossing, and upgrading traffic signals.</p>
<p>“The Mid County Parkway Ramona Expressway Project will provide a safer and more efficient east-west connection for residents, businesses, and emergency responders throughout the region,” said Raymond Gregory, Mayor of Cathedral City and Chair of RCTC. “This project is ultimately about protecting lives, strengthening connections, and investing in the people and communities who depend on this corridor every day.”</p>

In 2022, RCTC completed the first segment with the <a href="https://www.rctc.org/i-215-placentia-avenue-interchange-in-perris-opens/">delivery of the I-215 Placentia Avenue Interchange.</a> The project added new on-ramps and off-ramps to Placentia Avenue, realigned East Frontage Road, widened the Placentia Avenue overcrossing, and added lanes to Placentia Avenue between Harvill Avenue and Indian Avenue.</p>
<p>The MCP Ramona Expressway Project advanced to construction thanks to <a href="https://www.rctc.org/measure-a/">Measure A</a> – the twice voter-approved half-cent sales tax measure for transportation improvements in Riverside County – and a combination of federal, state, and local funding sources.</p>

<div class="uncode_text_column text-lead" ><p>The <a href="https://www.rctc.org/projects/71-91-interchange-project/">71/91 Interchange</a> in Corona replaced an outdated single-lane loop connector with a new, two-lane direct connector. The non-tolled connector is designed to improve safety, expand access, and enhance traffic flow. In southwest Riverside County, the recently completed <a href="https://www.rctc.org/projects/smart-fwy-pilot/">I-15 Smart Freeway Pilot Project</a> – the first-of-its-kind project in California – incorporated “smart” technology on nearly eight miles of road to optimize traffic flow along the heavily traveled northbound I-15.</p>
<p>Projects like these advance the Commission’s mission to deliver mobility solutions for the people of Riverside County.</p>

The project is a major investment aimed at reducing congestion and improving travel for Riverside County residents along one of the region’s busiest transportation corridors.</p>
<p>“The I-15 corridor is a heavily traveled route in Riverside County and a critical connection for residents, commuters, and goods movement throughout our region,” said Raymond Gregory, Mayor of Cathedral City and Chair of RCTC. “This project is an important step toward helping people spend less time stuck in traffic.”</p>
<p>As a major first for a highway infrastructure project in California, RCTC is utilizing a Progressive Design-Build method to accelerate the delivery of the project. Phase 1 includes the preliminary design along with validating the project scope and negotiating the cost for Phase 2. Phase 2 will include final design and construction.</p>

				</div></div></div></div></div><div class="uncode_text_column text-lead" ><p>The project will extend the existing I-15 Express Lanes approximately 15.8 miles south by adding two Express Lanes in each direction from Cajalco Road in Corona to State Route 74 (Central Avenue) in Lake Elsinore. The project includes widening up to 15 bridges, constructing auxiliary lanes, installing electronic toll collection systems, and implementing drainage and noise reduction features along existing right-of-way.</p>
<p>Based on available funding, the project could begin construction in late 2027 and open to traffic by 2030. Once completed, the project is expected to improve traffic flow and help Riverside County residents and commuters traveling through the I-15 corridor spend less time in traffic.</p>

<p>Phase II of the project includes:</p>

<p>The new interchange is anticipated to open to travelers in 2028. Construction crews will begin preparing the area near Potrero Boulevard bridge soon and are expected to begin construction on the new interchange in May.</p>
<p>The project was made possible by a mix of state and local sources comprised of the City of Beaumont’s Capital Improvement Plan (CIP), Transportation Uniform Mitigation Fee (TUMF) revenues, and SB1 Trade Corridor Enhancement Program (TCEP) funds.</p>

A year where RCTC wasn’t just building projects but pathways to a stronger future for Riverside County residents. <em>Connecting the Future</em> reflects the Commission’s promise to deliver real mobility improvements, strengthen partnerships, and forge new connections. In 2025, RCTC delivered on that promise – implementing projects and programs designed to enhance the quality of life for our families today and the generations of tomorrow.</p>
<p><strong>Investments in Our Highways and Roads –</strong> During the past year, RCTC delivered new highway and interchange improvements across our region – including completion of the much anticipated <a href="https://www.rctc.org/projects/71-91-interchange-project/">71/91 Interchange Project</a>, launch of the <a href="https://www.rctc.org/projects/smart-fwy-pilot/">I‑15 Smart Freeway Pilot Project</a>, and awarding construction contracts for <a href="https://www.rctc.org/projects/mid-county-parkway-ramona/">Mid County Parkway Ramona Expressway</a> and <a href="https://www.rctc.org/projects/potrero-interchange/">Phase II of the SR‑60/Potrero Boulevard Interchange</a>. At the local level, the Commission disbursed more than $85 million across all Riverside County cities and incorporated regions to support local streets and roads.</p>
<p><strong>Improving Our Public Transportation –</strong> In 2025, public transportation improvements also took center stage. RCTC provided over $321 million in funding for bus and rail services – supporting 10.3 million passenger trips over the last year. The Commission also invested in the region’s rail network with the completion of the <a href="https://www.rctc.org/projects/moreno-valley-march-field-station-improvements/">Moreno Valley/March Field Station Improvements Project</a>, a construction contract award for the <a href="https://www.rctc.org/projects/perris-south-metrolink-station-and-layover-facility/">Perris-South Metrolink Station and Layover Facility Project</a>, and the launch of <a href="https://www.rctc.org/ride-train-free-experience-metrolink-program/">IE Commuter’s “Experience Metrolink” program</a> – providing Inland Empire residents with a no-cost transit option.</p>
<p><strong>Offering Drivers Choices –</strong> RCTC remained committed to increasing the range of transportation choices available to residents. Ridesharing programs, such as <a href="https://www.iecommuter.org/rp2/home/home" target="_blank" rel="noopener">IE Commuter</a> and <a href="https://www.vanclub.net/rp2/Home/Home" target="_blank" rel="noopener">VanClub</a>, helped commuters and more than 1,700 regional employers reduce 10.7 million pounds of emissions and nearly 5 million vehicle miles traveled in 2025. Among last year’s most notable achievements, RCTC recorded 21.1 million trips on the 91 Express Lanes and 35.5 million transactions on the 15 Express Lanes, reflecting the continued demand for reliable travel options.</p>
<p>Building off a successful 2025, RCTC is planning the future of travel in Riverside County with the <a href="https://www.rctc.org/traffic-relief-plan/">Traffic Relief Plan</a>. The Plan is a countywide strategy to reduce congestion, improve safety, and give residents more reliable ways to get where they need to go – now and into the future.</p>

Whether it’s a trip to the doctor, an after-school program, or simply a trip to the grocery store, the program’s specialized transit providers offer a crucial service for residents who have difficulty using traditional public transit or live where there is no public transit service nearby.</p>
<p>During its February 11, 2026, meeting, the Commission unanimously approved a <a href="https://www.rctc.org/measure-a/">Measure A</a> Specialized Transit funding award to <a href="https://kindfulrestoration.com/" target="_blank" rel="noopener">Kindful Restoration</a> – a nonprofit organization located in the City of Riverside.</p>
<p>“At the heart of the Measure A Specialized Transit Program is our commitment to providing essential transportation services to those who need it most. For many vulnerable populations, this program serves as their only lifeline to get around. We are thrilled to welcome Kindful Restoration to our growing network of service providers, and we are excited to enhance transportation options for western Riverside County,&#8221; said Lorelle Moe-Luna, RCTC Multimodal Services Director.</p>

				</div></div></div></div></div><div class="uncode_text_column text-lead" ><p>Kindful Restoration assists individuals and families across Riverside County impacted by behavioral health challenges, justice involvement, and socioeconomic hardship to help them achieve stability, independence, and restored dignity. Since 2021, the organization has provided programs and services such as transportation, housing navigation and stability, reentry and justice-involved programs such as peer support, workforce readiness, and mentoring for individuals exiting incarceration or probation.</p>
<p>With the addition of Kindful Restoration, 18 providers now serve western Riverside County as part of the Measure A Specialized Transit Program. Providers are an important part of the public transportation network, offering over 190,000 one-way trips annually.</p>

This proposed passenger rail service will expand mobility choices in southern California, connecting communities, fueling economic growth, and giving travelers a fast, convenient choice to move across the region.</p>
<p>“CV Rail is a vital transportation investment that will connect Riverside County — particularly the San Gorgonio Pass and Coachella Valley — with the rest of Southern California through daily passenger rail service. This project delivers benefits that will positively impact our region for generations. At its core, CV Rail is all about offering residents, visitors, and commuters better choices and smart alternatives to traveling solely by automobile,” said Raymond Gregory, Chair of RCTC and Mayor of Cathedral City. “While there is still work ahead, today’s decision brings us one important step closer to construction.”</p>

The Commission unanimously <a href="https://www.rctc.org/coachella-valley-rail-environmental-document-certification/">certified the Final Tier 1/Program-Level Environmental Impact Statement/Environmental Impact Report</a> in 2022. In 2023, the Federal Rail Administration added CV Rail to the Corridor ID program – putting the project in a position to better compete for federal funding to advance to final design and construction.</p>
<p>Once completed, CV Rail will establish daily intercity passenger rail service along a proposed 144-mile corridor connecting Los Angeles and the Coachella Valley, with planned stops at Los Angeles Union Station, Riverside, and destinations in the Coachella Valley. The project, along with future investments in our region’s rail network, represents the Commission’s ongoing commitment to delivering transportation projects that offer Riverside County residents convenient mobility options.</p>
