The 74/215 Interchange Project LogoThe 74/215 Interchange Project proposes to reconstruct and modify the existing interchange from the intersection of 4th Street and "G" Street to I-215 at Redlands Avenue, and from the I-215 interchange to San Jacinto Avenue in the city of Perris. The proposed improvements include replacing the existing two-lane overcrossing with an eight-lane overcrossing (allowing for a total of four through lanes and dual left turns in each direction), and the widening of Redlands Avenue from 4th Street to San Jacinto Avenue. In addition, 4th Street will be modified from "G" Street to the easterly terminus.

At its November 12 meeting, the Commission approved an agreement with Jacobs Engineering Group to provide construction management, materials testing, and surveying services for the project. Construction is projected to begin in early 2010 with project completion planned for late 2012. When completed, the project will result in the widening and realignment of freeway ramps, reconstructed intersections, and the the provision of ramp metering and a high ocupancy vehicle preferential lane on the entrance ramps.

The project construction, estimated to cost $30 million, is funded with federal stimulus funding from the American Recovery and Reinvestment Act and zonal Transportation Uniform Mitigation Fees.

MEASURE A SUPPORTS THE BOYS & GIRLS CLUBS OF SOUTHWEST COUNTY

Measure A, Riverside County's half-cent sales tax for transportation, will provide a little over $460,000 in grant funding to the Boys & Girls Clubs of Southwest County. The Measure A grant provides funding for transportation to schools in the cities of Lake Elsinore, Murrieta, and Temecula. Transportation is also provided for after school activities and field trips during non-school days.

The Commission has long demonstrated its support of specialized transit programs through Measure A funding. Millions of dollars have been provided to public and non-profit transit operators to improve the mobility and independence of Riverside County residents.

The Boys & Girls Club has been in the forefront of youth development, working with young people from all economic, social and family circumstances by providing programs and services that positively enhance children's lives.


COACHELLA VALLEY RAIL STUDY UPDATE

In 1999 a Passenger Rail Feasibility Study for the Coachella Valley Association of Governments (CVAG) was completed. Since that time, the state of California has taken steps to include an intercity rail route between Los Angeles and the Coachella Valley in its State Rail Plan. As a result, the basic feasibility of implementing the service has been approved as funds become available.

In order to better identify regional needs and current challenges, CVAG is in the process of up-dating the 1999 Passenger Rail Study. Results of the 2009 update will be used to advocate for state-funded intercity rail services. It will also assist CVAG and other public agencies in determining if there are financial or other obligations required on their part in order to implement the services.
